Planning Commission approves Colonial Heritage community center site plan; defers two rezoning/master-plan cases

At its Oct. 1, 2025 meeting, the James City County Planning Commission approved a site plan to convert existing model-home units in Colonial Heritage into a community facility and deferred two advertised public hearings to the commission's Nov. 5, 2025 meeting.
The Development Review Committee (DRC) met Sept. 17 and recommended approval, 4–0, of the site plan that converts six dwelling units into a community facility to be used for gatherings, meetings, clubs and fitness classes. Fred Berger, speaking on behalf of the Colonial Heritage Homeowners Association, presented the proposed plan to the committee. The DRC report to the commission noted the project proposes no exterior changes to the existing building and will use the current parking area; interior renovations were described as planned.
At the Oct. 1 meeting the item was placed on the consent agenda. A commissioner who said they live in Colonial Heritage asked the county Commonwealth's attorney about a potential conflict of interest; after being advised there was no statutory conflict, the commissioner nonetheless recused themself from the item because of a possible financial impact to their household. The commission then approved the site plan by voice vote. No recorded roll-call tally was provided in the meeting record.
The commission also approved minutes on the consent agenda by voice vote. Two separate advertised public-hearing items were deferred: a master-plan and proffer amendment and rezoning for Liberty Crossing (case Z25-00002 and associated rezoning references) was continued because one required signature was missing and staff determined the application incomplete; and a proffer and master-plan amendment for the Williamsburg Pottery property (Richmond Road) was deferred to allow further study of traffic, community character and potential future subdivision impacts. Staff and the applicant agreed to the latter deferral to the Nov. 5, 2025 meeting.
Planning Director Susan Istandis told the commission the Development Review Committee will meet Oct. 22 on a different item and that there is no policy committee meeting in October. The commission adjourned after the business was completed.
