Ashwaubenon Village Board approves comprehensive plan, development and service agreements; several operator-license appeals split

The Village Board of Ashwaubenon met Aug. 26 and approved a series of ordinances, resolutions and agreements, including adoption of the Village of Ashwaubenon 2025 Comprehensive Plan and multiple items related to development, municipal services and administration.

The board voted to adopt Ordinance No. 8125, the Village of Ashwaubenon 2025 Comprehensive Plan, which updates the community plan adopted in 2016 and meets state statutory requirements for decennial review. The board also approved a conditional use permit for vehicle sales at 3121 Holmgren Way (Luke's Auto) with a limit of seven outdoor display spaces, and accepted the partial completion of public improvements for Phase 3 of the Highland Ridge Estates development (Resolution R8-3-25).

Other approved items included a second amendment to the tax-increment financing developer performance agreement with Redu Homes, Inc.; authorization to enter a letter of engagement with Town Council Law & Litigation LLC and appointment of Ashley Lahockey as appointed village attorney; approval of a funding agreement with the Wisconsin Department of Natural Resources for Natural Resource Damage Assessment (NRDA) projects on Ashwaubenon Creek and Dutchman's Creek; a resolution requesting repair of at-grade railroad crossings (R8-4-25); an intergovernmental agreement with the City of De Pere to provide emergency medical services to part of the village; a resolution authorizing redemption of remaining general obligation promissory notes related to TIF District No. 4 (R8-2-25); preauthorization to order four public safety vehicles for 2026 delivery; and adoption of Resolution R8-5-25 disallowing a claim filed by Kyle Corrigan.

On the slate of operator-license appeals, the board reached mixed outcomes: the denial of Joseph Devine’s operator’s license was overturned; Brett Demuth’s denial was overturned; the denial of Christopher Gillespie’s application was upheld; Ashley Horn’s denial was overturned; and the denial of Graciela Diaz’s application was upheld. Several of those appeals had been reviewed at the Public Works and Protection Committee before coming to the full board.

Routine consent-agenda items (appointments, special-event AB-105 approvals, easement requests, bid awards, financial reports and department reports) were approved as presented.

The board also reviewed a draft five-year capital improvement plan for further discussion in September and proposed a closed-session agenda for personnel, litigation and real-estate matters.
