Council reviews $14.4 million reallocation to fund Broad Street Market rebuild; vote moved to later session

City officials outlined how public bidding and contract approvals work and presented a proposed $14.4 million amendment to the 2025 budget to fund construction contracts for the Broad Street Market rebuild.

The presentation began with City Solicitor Veil Grover explaining the procurement framework, noting that "the third class city code says we must" and describing why the Broad Street Market project was split into multiple bid packages. Accounting manager Brian McCutchen said the amendment would raise the general-fund expense line by $14,400,000 to help the city reach an estimated overall project cost in the roughly $23.1 million range. McCutchen said insurance reimbursements are projected but not guaranteed and that the amendment relies on a mix of reimbursements and transfers from other city funds, including a proposed $1 million CDBG transfer and smaller draws from hotel tax and street-cut fee receipts.
