The Department of Transportation presented senators with a two‑part capital request: general‑fund items that primarily match federal transit and aviation grants and a highway‑fund package for routine facility investments.
Commissioner Bill Cass summarized the general‑fund priorities: a state match for transit vehicles (about $400,000 to match roughly $9.5 million in federal transit funds), a state FAA match ($3.6 million to leverage about $65 million in federal airport funding), and investment in state‑owned railroad track and ties. Cass said the department originally identified about $1.9 million worth of active railroad line work but repurposed older unused appropriations to cover roughly $825,000 in the house version; additional rail replacement would target busy corridors such as the Conway Scenic route and the Mountain Division.
On the highway‑fund side, DOT described routine capital needs for salt/sand sheds, fuel storage and patrol facility maintenance; the house funded approximately $10 million in highway capital priorities that align with the agency’s planned biennial maintenance work. Senators asked whether funds to repair abandoned rail corridors would be confined to state‑owned sections; DOT said funds would be used on state‑owned property and prioritized the highest need repair locations.
Committee members also asked DOT to revisit a fiscal note tied to a separate permitting modernization bill; DOT said it had identified $450,000 to modify an existing system to implement that bill and would provide an updated fiscal note worksheet so the committee and fiscal office could update the record.
No formal committee votes were taken during the presentation.
