Council authorizes $51,001 contract amendment to oversee soil remediation at planned permanent supportive housing site

The Ojai City Council on Aug. 26 authorized a contract amendment with Rincon Consultants for environmental oversight and related technical work not to exceed $51,001.33 to support soil-remediation planning at the planned permanent supportive housing site.
Nut graf: City staff said earlier environmental testing identified lead and arsenic in a stockpile of soil at the site. Rincon had already produced earlier phase reports; the approved amendment covers monitoring and technical oversight needed to remove and replace the contaminated material. Staff stressed the removal bid and excavation cost will be a separate procurement and estimated the full removal could be on the order of $160,000, with oversight and state certification expenses possibly adding more.
City staff said they are seeking written clarification from the state grant administrator about whether the cost is eligible under the ERF grant used for the project; a staff call with the state was planned. Staff also discussed the Department of Toxic Substances Control (DTSC) oversight and said DTSC had indicated it may provide on-site oversight at additional cost; staff said they are continuing negotiations.
Council action: The amendment to Rincon Consultants’ professional services agreement, not to exceed $51,001.33, was approved by a 3–2 vote. Vote record: Mayor Gilman — yes; Council member Meng — no; Council member Ruhl — yes; Council member Whitman — no; Mayor Pro Tem Lang — yes.
Ending: Staff said they will seek written confirmation from state grant administrators about ERF eligibility, continue negotiating oversight scope with DTSC, and return with procurement documents for the actual excavation/removal contract.
