County begins financing process for landfill and environmental services building; engages Baird

Ashe County authorized staff to engage Baird Financial (Baird) to begin planning financing for a new landfill cell and to prepare for the Local Government Commission (LGC) approval process, county staff said.
County Manager Adam summarized progress on the Environmental Services Building design and said the building could be constructed without removing an existing CAC cabin. Staff said state permits for the landfill are in hand and bid-ready; the county needs to start the LGC financing process, which staff estimated takes four to five months.
Adam said engaging Baird now will allow the county to line up financing (currently focused on the landfill); if the county also proceeds with the Environmental Services Building, the financed amount would be adjusted. Commissioners discussed timing and noted the financed payments would probably begin in the next fiscal year, after bids and spring construction scheduling.
A commissioner moved to follow staff recommendation to engage Baird Financial and begin the financing planning and the motion passed. Staff said they will return to the board with preliminary budget numbers and a recommendation on whether to proceed with construction authorization.
