Supervisors increase allowable evening events at county‑permitted event center, extend cleanup window

The Fresno County Board of Supervisors on Oct. 21 amended operational restrictions for a high‑intensity park operating under unclassified conditional use permit (CUP) 3751, increasing the allowable number of evening events and adjusting closing and cleanup times.
Chris Motto of the Department of Public Works and Planning told the board that when the board approved CUP 3751 in June 2024 (on appeal of the Planning Commission denial) it limited the operation to 10 evening events per year with activities ending by 9:30 p.m. and lights off by 10 p.m., and a maximum of 60 events per year overall. The board also directed staff to return after a year to report on compliance.
Staff said that in the monitoring year the operator held five events and that county enforcement divisions reported no noise or operational complaints. Based on that record, staff recommended allowing up to 20 evening events with no change to the 9:30 p.m. activity end and 10:00 p.m. lights‑out restriction.
The operator's representative, Paul Bridal, asked the board to adjust the curfew, saying other local venues are routinely allowed later hours and that the current limits make it hard for the operator to book events during warm summer evenings. "We... are here requesting that the board consider giving us at least 10PM on the music and then give us a reasonable amount of time to get everything shut down and wound down so people can exit," Bridal said.
Supervisor Pacheco, whose district includes the site, said the operator had demonstrated compliance and offered a compromise. "I think the request today is a reasonable request. I would make a motion to accept staff's recommendation, with the addition that we will move the time to close things up at 10 with everything else out by 11:00," he said. The board approved the motion.
What the board decided and next steps: The county will allow up to 20 evening events in the identified five‑month season and, by the board's motion, allow activities to end and music to cease by 10:00 p.m. with cleanup and exit completed by 11:00 p.m. The facility remains subject to all conditions of CUP 3751 and county enforcement and monitoring.
