Derby City Council on Sept. 23 voted to adopt the 52nd edition of the Standard Traffic Ordinance (STO) for Kansas cities, incorporating the statewide uniform traffic regulations into local code with narrowly tailored local amendments.
City Attorney Jackie Butler said the STO consolidates traffic regulations and will simplify future updates. "Most traffic regulations in the city of Kansas are intended to be uniform," Butler said, adding that where local provisions are permitted the city preserved rules on careless driving, golf carts, special-purpose-vehicle registration and a few neighborhood parking limitations.
Butler said the adoption repeals many overlapping sections of the municipal code and keeps a supplemental ordinance for local rules such as tire-screeching restrictions that the city retains separately. Council member Engel moved to adopt an ordinance incorporating the 52nd edition of the STO with local amendments and to amend and update supplemental traffic regulations found in Title 10 of the municipal code; the motion was seconded and carried 6-0.
Councilors noted the STO changes were largely technical and that the statewide numbering and commands have not materially changed for decades, making future maintenance simpler for staff and the public.
