Council approves five-year Mars contract to recalibrate water meter test bench through 2029

Coeur d'Alene — The City Council on Monday approved a contract with Mars Company to supply equipment, software and annual recalibration services for the city’s water meter test bench through 2029.
Water Director Kyle (first name only in record) told the council the test bench is used to verify accuracy of meters removed during the meter changeout program and to check large commercial meters before installation. He said the stainless-steel tanks and scales used in testing must be recalibrated annually to maintain compliance with American Water Works Association (AWWA) standards, and that errors can cause revenue losses if noncompliant meters are installed in the system.
“These stainless steel tanks are all on calibrated scales that need to be annually tested and confirmed to make sure that we stay in compliance with our certificate,” the water director said, describing the testing room and the role of the Mars software in producing certified test reports.
Why it matters: The meter test bench supports the city’s meter changeout and repair program, allowing technicians to refurbish and reuse meters and to certify new large meters before deployment. Staff said the Mars contract includes training and will permit Mars to show the bench to prospective customers, which can reduce the city’s cost of service through discounts.
Contract terms and risk management: Staff said Mars has a long industry history and that the agreement includes an escape clause allowing the city to end the contract if necessary. Councilmember Gookin asked about vendor longevity; staff responded that Mars has operated for decades, and that legal review protects the city from future risk.
Council action and vote: The council voted to approve Resolution 25-050 on a roll call vote. Councilmembers Wood, Evans and Miller voted yes; the motion carried.
Next steps: Mars will begin annual recalibration services and the water department will continue using the meter test bench as part of its meter changeout and billing assurance programs.
