Council accepts low bid for Waterways Maintenance Program 2025; Brentstall Construction low bidder at $1.06 million

Michael, a city engineer presenting the item, described the program’s goals — bank stabilization, erosion remediation and protection of riparian corridors and infrastructure — and listed the eight sites included on the project maps presented to council. He said the project supports stormwater conveyance and flood reduction, and that reducing erosion improves sediment loading and aquatic habitat.
Staff said the project is funded in the 2025–2029 Capital Improvements Program with $1,600,000 allocated to the Waterways Maintenance Program; the engineer’s estimate was $1,220,000 and three bids were received. Brentstall Construction Incorporated’s low bid was $1,060,205.94. Staff recommended council accept Brentstall’s bid and award the contract; council approved the resolution on a roll-call vote.
Councilmembers asked about timing and permits. Staff said the project’s timing is governed by tree-removal and in-stream work windows administered through the Ohio Department of Natural Resources and noted the Army Corps of Engineers had been consulted for in-stream waivers; staff expects work to begin Oct. 1 to comply with permit timing and to allow work during mild weather windows if conditions permit.
The project is expected to start after contract execution and be complete by May 1, 2026. Funding and the accepted bid amount were presented to council during the resolution vote.
