County approves conditional use permit for daycare at Jackson Hole Indoor Sports with initial cap of 20 children

The Board of County Commissioners approved a conditional use permit Sept. 2 to allow a daycare (preschool) use inside the Jackson Hole Indoor Sports facility at 3580 South Park Drive.
Senior Planner Chandler Windham presented the request for a daycare serving preschool‑age children (3–5 years) that would operate weekdays from 8 a.m. to 5 p.m. The applicant proposed 20–24 children, two dedicated employees and a dedicated parent drop‑off lane with an on‑site parking attendant. The site is in the Business Park zoning district and shares on‑site parking with existing indoor recreation and storage uses.
Planning staff recommended approval with conditions addressing state daycare licensing, parking and traffic control, prohibition on simultaneous tournaments, signage for the drop‑off loop, and required inspections. The planning director recommended initially limiting the facility to a maximum of 20 children to avoid untested parking and traffic impacts; the planning commission recommended language that would permit an increase to a maximum of 36 children subject to supplemental transportation mitigation and parking management plans.
The board approved a motion establishing six conditions: (1) obtain and provide a childcare license from the Wyoming Department of Family Services; (2) a maximum of 20 children at any one time, but the planning director may approve an increase to up to 36 children if the applicant provides supplemental transportation mitigation and parking management plans supported by the county transportation manager; (3) an employee dedicated to parking and traffic control during pick‑up and drop‑off; (4) no tournaments may occur simultaneously with childcare operations; (5) clearly mark the one‑way drop‑off/pick‑up route and short‑term parking and obtain inspection by planning staff; and (6) pass fire, health and building inspections prior to opening.
Applicant Cornelius Kinsey and an operations representative answered commissioners’ questions. The board and staff emphasized safety and managing traffic flow during peak periods. Commissioner Carlman moved for approval and Commissioner Carleman seconded; the motion passed unanimously.
