Board awards RCMS playground contract for conversion to eight pickleball courts

The Richland County CUSD 1 Board approved a bid from Effingham Asphalt to rehabilitate the courts at Richland County Middle School and convert four tennis courts into eight pickleball courts.
Officials presented the results of a rebid. Two companies provided responsive bids after an initial round produced incomplete proposals. Effingham Asphalt submitted the low responsive bid at $271,235; Vernon Jones submitted $315,000. Board documents and staff commentary said the project scope includes repairing and overlaying asphalt (two layers), filling cracks, installing a dividing fence to create eight pickleball courts from four tennis courts, and installing three donated adjustable basketball goals. Staff said the color and topcoat (the sport-court surfacing) will be applied in spring when temperatures are appropriate.
District staff said the work will be paid from the district's capital projects fund (the 1% sales tax fund). The board approved the Effingham Asphalt bid by roll call vote.
