The Odessa City Council voted unanimously Oct. 14 to authorize an indemnity-and-defense agreement with Arrington Oil & Gas LLC for the drilling of a science well within city limits at the corner of Second Street and Jefferson.
City staff said the parties negotiated insurance, a covenant not to sue, lighting and hours‑of‑operation limits and other protections. Staff described the well as a limited exploratory or “science” well that will be drilled, evaluated, tested and then plugged.
Council discussed the item at a prior work session and staff said the city’s oil‑and‑gas attorney and Arrington representatives had reached agreement on the contractual protections; council approved authorization for the city manager to sign necessary documents.
No public comment was recorded on the item at the Oct. 14 meeting and no council member registered an opposing vote.
