The Odessa City Council approved three on‑call lists on Oct. 14 to give staff prequalified consultants for project work throughout the year.
City procurement staff said the architecture request for qualifications produced six submissions; all six met the minimum scoring threshold and staff recommended JSA Architects, KDC Associates, Park Hill, Able City, Brandcenter, Schwartz and Hansen for a one‑year term with a one‑year renewal option. Council approved the list unanimously.
An on‑call land‑surveying list received 11 submissions; eight firms scored above threshold and staff recommended Park Hill, Dunaway, Sam, LCA, Maverick, LGA, Half and EHT for inclusion. Council approved the list by unanimous vote.
An on‑call engineering list received 16 submissions; 10 passed the minimum score and staff recommended Dunaway, Freese Nichols, Half, Maverick, Newton Engineering, Park Hill, Kinleyhorn, LCA, EHT and Westwood. Council approved the engineering on‑call list unanimously.
Council members asked about scopes and contract limits; staff said individual contracts will come back to council when projects exceed regulatory thresholds or when work scopes require formal contracts.
