CRA project update: Cove garage ribbon-cutting Oct. 3; pump station nearly complete, parking-lot designs advance

Cape Coral, Fla. — On Sept. 10 the Community Redevelopment Agency received a status report on capital projects in the CRA that outlined near-term milestones for parking, utilities and waterfront work.
Zach Gogel, CRA project manager, told commissioners the Cove parking garage will hold 125 public spaces and the CRA will hold a ribbon-cutting Oct. 3. Gogel said the garage is equipped with pay stations and QR-code payment capability and that the CRA partnered with the private structure to ensure public parking supply in the downtown core.
A master wastewater pump station on SE 47th Terrace — sited near Family Hardware — is about 90% complete, Gogel said; the remaining items are primarily cosmetic and a larger transformer from LCEC is expected to be installed within weeks. Gogel said the pump station was designed to serve the CRA to planned build-out based on current growth forecasts.
Two new surface parking lots — one north of Cape Coral Parkway (about 60 spaces) and one south of Cape Coral Parkway — are through site-development review and staff expects to resubmit necessary materials in the coming weeks so both lots can be bid and built together. Gogel said plans include two ADA spaces per lot and infrastructure for future electric vehicle charging.
Gogel also updated the board on Bimini Basin and Bimini Square developments. He said the developer received Corps permits for marina docks and the basin project continues through Army Corps and other permitting; staff anticipates project milestones into 2026. Separate work at Bimini Square includes streetlight installation and tenant build-outs; one building anticipated a temporary certificate of occupancy earlier than the parking garage completion.
Other projects: - Palm Tree and Country Club Boulevard median beautification designs are in procurement; sod and curbing work is underway in some medians. - Cape Coral Parkway lighting retrofit is moving forward; poles have been purchased with installation planned before the Parkway’s proposed six-lane construction. - Public art wraps for utility boxes are in design and staff will circulate scoring links to CRA board members for selection.
Commissioners asked staff to keep waterfront access, the old golf course redevelopment schedule and potential structured parking opportunities in mind as projects proceed. Gogel and the executive director said the city is exploring procurement strategies, including potential RFIs to test developer interest for larger mixed-use and parking structures in the CRA.
What’s next: The board was asked to expect construction bidding for the two surface parking lots after final site development sign-offs, to attend the Cove ribbon-cutting Oct. 3, and to watch for an RFP/RFI for larger redevelopment actions in the CRA in coming months.
