Council approves extended warranties and partnership with Sewell Fleet to address aging city fleet

The Odessa City Council approved two related actions on Oct. 14 aimed at reducing fleet maintenance costs and renewing fleet vehicles.

City equipment-services staff reported that most recently purchased trash and street trucks lack five‑year engine-and-after‑treatment and transmission warranties; the replacement cost for major driveline work ranges from about $17,000 for a transmission to $40,000–$70,000 for an engine overhaul per unit. Staff said the total cost to purchase five‑year warranties for the remaining units is $144,232. The council voted to purchase the warranties; the motion passed unanimously.

Separately, staff proposed a partnership with Sewell Fleet Management to provide leasing options and lifecycle management for about 1,000 city units. Staff said replacing the entire fleet outright would cost roughly $100 million at current prices, with an estimated $25 million needed this year for scheduled replacements. The presentation showed a leasing scenario that could replace substantially more vehicles in year one while reducing maintenance and fuel costs; staff asked to use $4.3 million in rolled capital outlay to initiate the program and to convert some encumbered vehicle purchases into lease payments.

Council members raised concerns about a backlog of vehicles that have been purchased but not delivered and about turnaround times for repairs; Sewell representatives said their program would audit vehicle equity positions, help right‑size the fleet, and use partner shops and an account center to speed up repairs and outfitting. Council approved the Sewell partnership by unanimous vote.
