Department heads report: siren test, translation needs, judicial sale venue; multiple resolutions set for tomorrow

During the Beaver County work session Wednesday, department heads briefed commissioners on several operational items and the solicitor previewed multiple resolutions that will appear on the county agenda the next day.
Treasury staff reported an increase in the number of taxpayers visiting the office who do not speak English and said communication can be difficult. The treasurer said officials have encountered Portuguese and Mandarin speakers in recent weeks and noted translation services used by the courts are available by phone; staff also raised consumer translation technology as a possible aid, mentioning recent consumer devices and phone apps that translate speech. "We're experiencing an increased amount of taxpayers or people coming into our office that don't speak English," the treasurer said.
A resident from Harmony Township reported she did not hear the county's annual siren test; county staff said the siren test is intended to alert people outdoors to go inside and tune to local media for information, and that the county also issues voice messages to landlines.
Staff who handle judicial sales said they used the IVW Building for a recent sale and praised the space and sound system. One staffer said 84 properties sold for $879,000 across 141 bidders and that the IVW Building provided enough room and good audio for attendees; staff said they will continue to schedule sales there.
Solicitor's office staff previewed agenda items for the next meeting, saying there are 25 resolutions on the agenda. The solicitor singled out resolution 17, a liquid fuels purchase of road salt at $89.59 per ton. He also noted that resolution 2 concerns the Allegheny County Hospital Development Authority bond item for Heritage Valley (covered separately) and that resolutions 23 and 24 concern employee health care changes (provider switch to Highmark) presented by HR.
No formal votes occurred in the work session; the highlighted resolutions were scheduled for consideration at the next commissioners' meeting.
