The Odessa City Council voted unanimously Oct. 14 to annex a 4.897-acre tract owned by Ector County and to approve a specific-use permit (SUP) allowing a youth detention center on that parcel.
City staff introduced the annexation and zoning change as necessary steps to allow Ector County to build a youth detention center on the site. Council members and staff discussed the parcel’s position relative to Yukon Road, whether the city boundary includes the road right-of-way, and which party will pay to bring Yukon up to city standards if development requires road upgrades.
Maria (no last name given), planning manager for the planning department, told the council that when a property is annexed “the portion that's being annexed in has to be up to development standards” and that Yukon Road is already within city limits; she said public-works and engineering will enforce requirements through the service agreement once formal plans are submitted.
Council members repeatedly asked that the obligation for road improvements, access points and whether the county or future developers would pay be captured in writing. Staff responded that specific driveway and roadway improvement requirements would be handled during plan review and in the service agreement when development plans are submitted.
The council removed both items from the table, opened and closed public hearings with no public speakers, and approved the annexation and SUP motions without recorded opposition.
