Scofield council approves minutes, bills, conduit contract and hears budget and tax updates

The Scofield Town Council met Sept. 8, 2025 and handled routine business items including approval of minutes, authorization of bills-to-pay, contract awards and financial reporting.
Clerk and Council President Debbie Redford called roll and the council approved the minutes of July 14, 2025. Council then voted to authorize payment of bills for July and August after a brief discussion; both actions passed by voice vote. The council reviewed two financial statements: account balances as of July 31, 2025 and as of Aug. 31, 2025, showing the general, B&C Road, Pleasant Valley Days and utility fund balances for each period.
On capital work, the council accepted a written bid from MKJ Construction of Fairview to install a three‑inch power conduit and mobilization under the road for three‑phase power to the maintenance building and wet well. The MKJ bid of $2,800 was accepted over a higher verbal bid of $5,200 from an alternate contractor; the motion to accept MKJ's $2,800 bid carried by voice vote.
The council also reviewed a post‑event report for Pleasant Valley Days 2025: total donations and event income of $27,006.51, total expenditures of $19,005.49, and gross proceeds earmarked for the school fund of about $9,900. Councilmembers discussed the modest town profit and vendor fundraising outcomes.
On property taxes, the council relayed guidance from County Assessor Commissioner Haddock that residents who do not want their properties reclassified as secondary residences must file a residential property declaration with the county. Two statutory forms were discussed (identified in the meeting as Utah Code Annotated 59‑2‑103 and related sections); residents were urged to submit forms before the county deadline (Sept. 15) to preserve primary‑residence status.
Separately, council heard an after‑the‑fact report on an emergency submersible pump replacement in Well No. 1; staff said the repair was done promptly at a cost of $15,004 and that the council would be asked to ratify emergency work retroactively.
The meeting closed after the council signed a previously approved park rental resolution (resolution number referenced during the meeting) and a motion to adjourn passed by voice vote.
