Settlement — 148 non‑motorized bridge project: Following an executive session, the council voted unanimously to approve terms and conditions of a settlement agreement that includes payment of just compensation in the amount of $760,000 to Philippi Presbyterian Church of Seattle for permanent and temporary easement rights necessary for the city’s 148 non‑motorized bridge project. The motion also authorized the city manager and/or city attorney to execute documentation necessary to finalize the settlement. Appeal authorization — McCormick et al. v. Paramount: The council voted unanimously to authorize the city manager to direct the city attorney to file an appeal of the Snohomish County Superior Court decision in McCormick et al. v. Paramount of Washington LLC et al. (case number 25‑204362‑31) and to pursue all administrative remedies related to hearings or decisions on uses of the Elan property in Woodway and Snohomish County.
