The measure, recorded as Scofield Town Ordinance 5-19-2025, was moved and seconded and approved by voice vote. Clerk and Council President Debbie Redford announced the roll call and presided; councilmembers Melissa Holloway, Brad Peacock, Jim Langer and Ralph Bickerhoff voted in favor. Liberty Smith did not receive the ordinance by email in time and was not counted on the floor.
The ordinance text includes exemptions for railroad noises and trucks on Highway 96 and specifically excludes vehicles using Scofield streets and unmuffled compression brakes. Town staff said the draft was reviewed by the town attorney, who recommended adding an exception for construction-related noise and a provision prohibiting activities that “negatively impact the water availability, quantity, or quality for the residents or property owners of Scofield.” The council also clarified the ordinance does not target necessary livestock sounds.
Proponents said the measure is intended to balance residential livability with practical allowances for essential services and regional transportation. Council discussion noted enforcement challenges for off-highway vehicles (OHVs) and suggested those rules be handled in a separate traffic or OHV ordinance that would address speed and equipment restrictions.
The ordinance will be filed with the town clerk; councilmembers said they will circulate the final text to residents and follow statutory posting procedures.
