County planning and building staff briefed the Crook County Board of Commissioners on monthly activity on Sept. 24. Building officials reported 226 permits and 31 new houses in August, with roughly 1,300 active open permits and several hundred inspections per month. Planning staff reported fewer land‑use applications in August than in prior months but an active calendar of hearings in the coming months.
Why it matters: Permit and construction activity is a local economic indicator and feeds county planning workload and code priorities. Board members heard about a new manufacturing facility breaking ground (a platform/aircraft equipment manufacturer), ongoing apartment and childcare projects, subdivision approvals and solar‑project deliberations before the planning commission.
Planning staff highlighted recurring code questions about the difference between a dwelling and an accessory structure. Staff said their informal practice of treating structures without an oven as accessory led to ambiguity and occasional attempts to convert such units into dwellings. Staff plan to bring a code amendment within months to define dwelling versus accessory structure more clearly and to align with health‑department septic standards, with the aim of reducing unsafe or unpermitted conversions.
Staff also noted continuing code hearings on large projects including solar‑related applications, a subdivision approval, and potential appeals. Commissioners praised the building department for maintaining permit throughput despite staffing constraints.
Ending: Planning staff said they will prepare a draft code amendment to clarify dwelling/accessory structure standards and return it for board consideration. The department will continue managing a heavy schedule of planning commission hearings and will inform the board of future high‑profile items.
