Davis County Commission approves budget amendment, property tax adjustments and routine agreements

The Davis County Commission on Sept. 2 approved an amendment to its 2025 operating and capital budgets, voted to adjust several property-tax applications under Utah Code Annotated 59-2-1347, and approved a set of routine agreements for the health and sheriff's offices and training contracts. The commission also voted to cancel its regular meeting on Sept. 9 while members attend the UAC conference.
The budget change approved by the commission uses fund balance for additional computer equipment, a real-estate purchase and transfers between departments. Commissioners opened and closed a public hearing on the amendment before approving a resolution to amend the 2025 operating and capital budgets.
Under the commission's statutory review of property-tax adjustment applications, the board denied an application from Life Choices, approved a refund to property owners Lewis in the amount of $10,208.78 (due to error), and approved a waiver of a $71.37 penalty for property owners Fisher. The commission cited Utah Code Annotated 59-2-1347 in considering those adjustments.
The commission approved two health-department agreements with the Utah Department of Health and Human Services: an amendment providing a receivable of $10,500 for 2025–2026 and an agreement to participate as a qualified provider in the “Baby Your Baby” program, effective Oct. 1, 2025, through Sept. 30, 2032.
The sheriff's office presented two training agreements for new hires (special functions officer and basic corrections officer certifications), each payable at $16,848 with a two-year training-repayment period tied to hire date; the commission approved both agreements. The commission also approved a group of routine consent items (items 10–14) described by staff as low-dollar, standard matters.
The commission moved into its Board of Equalization session to consider appeals and assessor corrections. Staff reported eight appeals totaling $4,705,334, 14 corrections totaling $20,930.16, and 13 assessor adjustments for Board of Equalization review totaling $4,113,166. The commission approved the register and the corrections as presented.
