The Pittsburg City Commission voted July 22 to award the 2025 mill-and-overlay and pavement-marking contract to Emory Sapp & Sons for $1,671,439.73 and authorized the mayor and city clerk to execute contract documents once prepared.
City staff presented the bid as a baseline mill-and-overlay program covering Ford, Centennial and the area through the Fieldcrest neighborhood and Messenger Circle, with three add-alternates for upgraded multi-component pavement paint at key intersections, extended mainline striping on several long corridors, and milling/overlay for additional streets. City staff said the contractor proposed a Sept. 15 start date and a 90-working-day completion window.
The contract award was pulled from the consent agenda for questions from commissioners about timing and scope. Matt (city staff) described the baseline scope and the three add-alternates, saying the multi-component paint is more reflective and typically lasts five to seven years under local conditions. He told commissioners four competitive bids were received and that some bidders proposed later start dates. Matt also noted city crews are doing additional paving work around town and that the contract complements rather than replaces in-house work.
Commissioner Stu moved to approve the award; Commissioner Chuck seconded. The commission carried the measure by voice vote.
Why it matters: the contract covers resurfacing on key arterial and neighborhood streets and includes higher-durability striping intended to extend the useful life of markings. City staff said the contractor has worked in Pittsburg before and that the schedule was coordinated with local transportation needs.
What remains to be decided: staff will finalize contract documents, confirm the contractor's September mobilization, and schedule work to fit weather and school-bus routing windows.
