Board staff reports compliance statuses and site visit schedule for dental hygiene programs

Board staff briefed the Education Committee on program compliance statuses and upcoming site visits, identifying several programs not in compliance with instructional-length requirements and listing deadlines for remediation.
Board staff presented a program-by-program compliance update and a schedule of upcoming site visits.
Adena Petty reported the current statuses included: Pasadena City College in temporary compliance while it creates a new dental hygiene clinic and continuing to submit quarterly reports; Taft College on probation but currently in full compliance; several Concord Career College campuses (San Diego, Garden Grove, San Bernardino) not in compliance because they are updating program instructional length to meet a minimum of 10 weeks (excluding final exams), with remediation deadlines set for December 31, 2025; Cerritos College in temporary compliance with one outstanding violation and a June 1 deadline for permanent compliance; Carrington College San Jose in compliance after completing a remaining deficiency in March 2025; and West Los Angeles College currently in compliance.
Petty also described scheduled site visits and adjustments: Diablo Valley College's visit was rescheduled because CODA changed its visit dates; the board's site visit to Diablo Valley is scheduled for October 14, 2025. West Coast University has a site visit scheduled for September 29, 2025. Petty noted some programs require site visits due to appointment of new program directors.
Executive Officer Anthony Lum added that deadline extensions (for example, Concord Career College) were granted when justified because the institutions must obtain multiple third-party approvals (BPPE and others) and those logistics can take additional time; staff expects justification to be submitted when extensions are requested.
Why this matters Program compliance status affects whether graduates may qualify for California dental hygiene licensure and determines the board's monitoring workload. Petty reminded members that board meeting materials include program review checklists and a summary of frequent findings from March 2021 to March 2025 for members' reference.
Materials and next steps Board members were directed to the meeting materials (Petty noted the summary begins on page 158). Staff will proceed with scheduled site visits and follow up on programs with outstanding violations per established deadlines.
