Dr. Adena Petty, presenting the item for staff, told the committee that “due to new information and public comments received by staff, staff would request the legislation and regulatory committee to table the discussion and possible action on 16 CCR sections 1116, mobile dental hygiene clinics, issuance of approval, and 1116.5, registered dental hygienists in alternative practice physical facility, until the November 2025 meeting so staff may revise the proposed language for clarity.”
The motion to table was made by Julie Elginer and seconded by Joanne Pacheco. Crystal Iuyama conducted the roll call; Michael Long, Julie Elginer and Joanne Pacheco voted “aye,” and the motion passed.
A representative of the California Dental Association asked whether additional material and late comments that staff received would be made available to the public. Petty said the materials were received too late for inclusion in the current packet and that they would be placed in the meeting packet for the future meeting. She also confirmed there is no restriction on submitting additional comments while language is revised.
The committee did not take further action on the proposed regulatory language at the July meeting. The item is scheduled to return to the Legislation and Regulatory Committee at the November 2025 meeting for further consideration after staff revisions and inclusion of public comments.
The action is procedural: staff will revise the proposed regulatory text and publish updated materials for the November meeting for committee and public review.
