Board approves modest revisions to home at 1685 Viking Road

The Laguna Beach Design Review Board on April 24 approved changes to a previously approved residence at 1685 Viking Road, including upper-level additions, a new retaining wall and grading. Staff recommended approval and urged the board to find the action exempt from CEQA under Guidelines section 15301.
Associate Planner Sammy Montalto presented the staff report and said the modifications are consistent with the original approvals and are largely driven by site conditions discovered during construction. Project architect Horst Knappenberger said the revisions are minor and asked the board to approve the changes.
Board members who reviewed the record said they were familiar with the earlier 2013 approvals and found the proposed adjustments consistent with the design-review guidelines. One board member said the project “looks lovely” and that the changes reflect site-driven adjustments during construction. The board voted unanimously to adopt the staff recommendation and approved the design review and coastal development permit; staff cited CEQA Guidelines §15301 for an exemption.
The board adopted resolution approving Design Review 24-2334 and Coastal Development Permit 24-335 (resolution number read at hearing). No public commenters spoke in opposition and the board closed the public hearing before approving the motion.
