Design review board approves modifications to Gibbs home at 482 Astor Street

The Laguna Beach Design Review Board on April 24 approved revisions to a previously permitted residence at 482 Astor Street that include a lower-level addition, expanded elevated deck, window and door changes, roofline reductions and an increase in building site coverage.
Staff planner Kate Kazama told the board the project is a request for modifications to a prior approval and recommended the board find the project exempt from the California Environmental Quality Act under CEQA Guidelines section 15301. Architect Todd Skindarian, speaking for the Gibbs family, said the work is a minor remodel and answered the board's questions.
Board members who discussed the project described it as neighborhood-compatible and supportive of the design review standards. Board member comments noted there were no privacy or view impacts, that the work blends with the existing structure and that neighbors had been engaged early in the process, which influenced the board's support. Several board members specifically said findings required by the design-review ordinance could be made.
Before staff presentation, Chair Gibbs recused himself because the project is his personal residence; Chair Pro Tem Mary Jo Gannon presided over the item. After deliberation a board member moved to adopt Resolution No. 250583 approving Design Review 25-0583; the motion was seconded and approved by roll call with four board members voting in favor and one recusal.
The board noted for the public record that projects involving board members are subject to automatic appeal rights to the City Council.
The approval carries standard conditions of approval from staff; no date for appeal was altered during the hearing.
