Commission tables Ridge West preliminary plat after extended discussion on access, parks and utilities

The Mills Planning and Zoning Commission voted to table the preliminary plat for the Ridge West addition (case 25O1PSP), an application to subdivide roughly 27 acres into 86 single-family lots, after lengthy discussion about traffic, utilities, parkland and school access.

Megan, planning staff, described the proposal as a preliminary plat for Lot 3 of Charter Heights (marketed as Ridge West addition) on the west side of Robertson Road, just south of Wyoming Classical Academy. The applicant is Greenbrier Properties and the agent present for questions was Sean Gustafson of ECS Engineers. Staff said the property is currently zoned UA (Urban Agriculture) and that a rezoning to R-1 (single-family residential) is expected in conjunction with final plat filings.

Staff listed information needed before final plat review: a traffic-impact study (or coordination with the Casper MPO Robertson Road corridor study), a preliminary drainage study and infrastructure narratives, finalized road names, clarity about tract ownership and HOA documents (including a mailbox tract), site plans showing buildable areas for specific lots, and cosmetic plat corrections.
