Eureka City Council set public hearings for proposed changes to the city’s nuisance and alcohol-and-beer ordinances and confirmed the process and timing for adding short‑term rentals to the commercial zone use table.
Council members and staff agreed to hold public hearings for the nuisance and alcohol-and-beer ordinances at 7 p.m. on Aug. 19, 2025, and to route proposed short‑term rental and accessory dwelling unit (ADU) regulations through the Planning Commission for recommendation before council action. Patricia (staff member) confirmed the public‑notice postings and that the short‑term rental item is noticed for the Planning Commission meeting on Aug. 20, 2025.
The council discussed scheduling constraints under the Truth in Taxation process and the 10‑day notice requirement for hearings. Staff and councilors clarified that multiple public hearings may be held on a single evening if the council opens and closes each hearing separately; they emphasized that a hearing must not start before its published start time. Patricia confirmed the notices were posted to the public notice website and said the nuisance and alcohol hearings are scheduled for 7 p.m. on Aug. 19, with the regular meeting to follow.
Council members also discussed how to sequence the short‑term rental ordinance and a separate ADU ordinance. Shay (consultant/staff) and Patricia confirmed that because the short‑term rental and ADU proposals change land‑use regulations, both must first go to the Planning Commission for a public hearing and recommendation before final council action. Patricia said she will circulate the proposed short‑term rental regulations and ADU language separately so planning commissioners and council members can review them in advance.
Councilors agreed to conduct a work session at 5 p.m. on the council’s normal meeting night (Aug. 25, 2025) to review ordinances prior to the 7 p.m. hearing, allowing the Truth in Taxation hearing to occur at its noticed time without procedural conflict.
The schedule and process discussed will determine when the council may act on the ordinances; no final ordinance adoption occurred at the Aug. 11 work meeting.
Looking ahead, staff said they will deliver updated ordinance drafts to planning commissioners and the council before the public hearings so the Planning Commission can take public comment and provide its recommendation.
