Mark Russ, current planning manager, explained that the applicant withdrew the major variance request that had sought relief from a development standard requiring paved vehicle maneuvering areas. "The major variance was originally requested to not pave the parking area or maneuvering area on the property," Russ said, and staff determined that the variance request could not meet approval criteria. The applicant instead submitted modified site-plan materials and agreed to restart the 120-day review timeline from the date of the modified submission.
Mary Bridget Smith read a procedural statement into the record about quasi-judicial hearing rules and asked commissioners to disclose any conflicts of interest or ex parte contacts before proceeding. No commissioners reported conflicts or disqualifying ex parte contact.
Russ read a brief staff update prepared by the senior planner, noting that the modified site-plan materials were received after the March 18 meeting packet deadline and that staff did not have sufficient time to prepare an amended staff report for the current meeting. The modified site-plan and an amended staff report will be presented to the commission as part of the continued hearing on April 15; Russ said those materials will be available at least seven days before the April 15 hearing.
A motion to continue the hearing to Tuesday, April 15 at 6 p.m. passed on a roll-call vote: Commissioner Greenwell (aye), Commissioner Weber (aye), Vice Chair Schmunk (aye), Commissioner Driggs (aye) and Commissioner Thompson (aye). The motion carried 5-0.
Clarifying details recorded into the public record included staff’s explanation that (1) the major variance sought to avoid paving a required vehicle maneuvering area and could not meet variance criteria, (2) the applicant has withdrawn that variance request and submitted modified site-plan materials, and (3) the applicant agreed to restart the 120-day review timeline. The commission will consider the amended site-plan report and modified materials at the April 15 continued hearing.
