Bettendorf board approves special-use permit for boarding kennel in Forest Grove area

The Bettendorf Board of Adjustment on Aug. 14 approved a special-use permit for a proposed boarding kennel on Lot 5 of the FG 80 Holdings, Sixth Edition development.
Planning staff presented the application for case 25-034-SU, saying the proposed kennel would occupy about 2 acres with a 9,960-square-foot building and an outdoor play area enclosed by a 6-foot fence. Staff reported the site is zoned C-3 (General Business), the future land use map designates the area as community commercial, and a kennel is allowed in C-3 with a special-use permit. "Staff contends that all standards of section 11-15-9 are met and the proposal would enhance the character of this area," the staff report said.
No members of the public spoke in favor or opposition at the hearing. A board member moved to approve the application, another seconded, and the motion passed unanimously. The chair called for the vote and recorded all votes in favor.
The site is north of Forest Grove Drive, east of Mill Road and south of Interstate 80, adjacent to the Forest Grove Sports Complex. Access is shown via a private drive off Forest Grove Drive with a small parking area south of the building. Staff noted surrounding commercial developments would provide buffers to reduce potential noise impacts from dogs.
The approval allows the property owner to proceed with the required site development plan and replattng steps that staff said are required pending special-use permit approval. The staff report said additional permits and site plan approvals remain required before construction could begin.
