District projects update: HVAC, window film finished; Town Acres bid opening set pending state review

Johnson City Schools facilities staff reported progress on multiple capital projects and said bidding for a major Town Acres project has advanced to the solicitation stage.

Brian Ross, identified in the meeting as the district project lead, told the Johnson City Board of Education that structural and brick-column work at Mountain View is complete, HVAC improvements at Southside Elementary are finished, and window security film installation across district schools is done. "So check those three projects off," Ross said, adding that a few minor lingering items were being monitored.

Ross said secure‑vestibule improvements are ongoing and that the contractor had pushed to have schools ready for student arrival. He said solicitations for bidding on the Town Acres project were issued the prior week and that a mandatory pre‑bid meeting for potential bidders is scheduled for Thursday. The district scheduled a tentative bid opening for Sept. 4, Ross said, but noted that the formal plan-review process with state and local reviewers could delay that date.

Board members asked follow‑up questions about construction timelines and use of contingency funds. Ross and board members said Market Street School renovation work is expected to begin next month and that three renovation projects (Mountain View, Cherokee and Northside) are on a path to finish before the end of the calendar year, subject to plan‑review outcomes.

No formal action was taken. Ross said the district will continue to monitor plan-review comments and contractor progress and will update the board after scheduled progress meetings.
