Committee approves forwarding architect agreements for bond projects; consultants to provide conceptual plans

The Jonesboro Finance and Administration Committee voted to forward two resolutions to the full City Council to accept proposals from architectural firms for city projects, including conceptual planning for a bond‑funded building project and architectural services for Winter Wonderland renovations.

Committee members and staff emphasized the agreements are for conceptual planning and preliminary design work, not final construction drawings. “It’s my understanding that what we have here in front of us today is that it’s just conceptual planning. It’s nothing specific to either site since the site hasn’t been determined at this time,” the chair said during discussion.

Staff explained the city uses an annual prequalified list of professional services firms for architecture and engineering and that procurement for professional services does not require the same bidding thresholds as construction contracts. Tony, a city staff member, said the city interviews and negotiates with firms from that list when projects arise and that a construction bid process would follow once a site is selected and the design is complete.

Questions from committee members covered whether conceptual drawings already exist (staff said several conceptual drawings were attached to the contract documents), whether a dollar amount had been established (staff said no specific construction dollar amount was included in the conceptual contract), and the expected timeline. Staff and members noted the bond financing carries a three‑year window for project completion and said hiring an architect will allow the bond task force to obtain subject matter expertise and speed site‑specific decisions.

The committee voted to send the resolutions to full council for final action.
