Hanover Area School District board approves financial and personnel packages, tables one general recommendation

The Hanover Area School District Board of Education on Tuesday, July 22, 2025, approved a set of financial and personnel recommendations and appointed Beneta Simmons as an instructional aide under the HAESPA contract effective Aug. 20, while tabling one general recommendation during a public meeting that began at 7 p.m.
Board members opened the meeting after an executive session earlier in the evening that the board said concerned employee relations, labor negotiations and threatened or actual litigation. The executive session had ended at 5 p.m.; a work session began at 6:30 p.m.
In voice votes and roll calls on routine agenda items the board approved general recommendations 1, 2 and 4–9 (motion by Mr. McDermott; second by Mr. Stevens). The board voted to table general recommendation item 3 (motion by Miss Blaich; second by Mr. Heider). Financial recommendations 1–7 were approved on a roll-call vote; the transcript records affirmative votes from Miss Blaich, Mr. Holmgren, Mr. Heider, Dr. Kopko, Mr. Majer, Mr. McDermott, Mr. Warwick and Mr. Stevens. Personnel recommendations 1–7 were approved after the board decided not to table those items as initially intended (motion by Mr. Orwig; second by Mr. McDermott).
On a separate personnel motion, the superintendent recommended and the board approved appointing Beneta Simmons as an instructional aide under the HAESPA contract, effective Aug. 20. That appointment was approved on recorded roll call; the transcript records all members present voting yes.
During public comment, Joe Creedon, introduced as senior vice president of the Efficiency Network, identified his firm as “one of the competitors for the Giza contract that was tabled this evening” and said, “This is the sixth meeting I’ve come to.” The board did not take an action on the Giza contract during the meeting; the item remained tabled.
A resident, identified as Mr. Matthews, asked for an update about the track and equipment stored at district facilities, saying items left there had developed mold. The board said it would provide an update at the Aug. 12 work session and regular meeting.
Board members also described ongoing athletics and facility projects. The board said the district’s tennis-court project cost $300,000 and that the National Tennis Association will reimburse $30,000 per court for four courts, a total of $120,000 reimbursable to the district. No formal action was recorded on the stadium or soccer-field projects during the meeting; board members encouraged residents to attend work sessions for more detailed updates.
The board announced upcoming dates for family orientation and back-to-school nights on the district’s social media channels and set its next work session and regular meeting for Tuesday, Aug. 12, 2025. The public meeting adjourned following routine business.
