Commissioners reallocate ARPA funds and authorize Bob Hall Pier construction contract

Nueces County commissioners on Oct. 8 approved multiple budget transfers involving American Rescue Plan Act (ARPA) and Hurricane Harvey funds and authorized the county judge to sign a construction contract for a third‑party concession building at Bob Hall Pier.

The pier contract: The court voted unanimously to authorize the county judge to execute a cooperative contract (Byrdd/ByBoard contract No. 728‑24) for Bob Hall Pier third‑party concession building construction, not to exceed $3,798,329.16, subject to county‑attorney review. County staff said the project required additional contingency funding after the original contractor declined to complete the restaurant component; the new contractor was selected through a job‑order contracting arrangement and the county confirmed available funds and contingency to proceed.

ARPA and disaster funds reallocations: Commissioners used their countywide ARPA allotments to increase the pier project allocation (a net ARPA increase of $256,000 for the pier was recorded after several swaps). Motions recorded on the record moved various sums between Bob Hall Pier, Parker Poole work, Hilltop and a Port Aransas veterans memorial; one motion adjusted a previously approved motion reducing an earlier line‑item from $19,000 to $10,002.53 so accounting matched the approved change orders.
