Resident urges pool-ladder changes and says she will file formal complaint after perceived mistreatment

"I'm 100% physically crippled...I don't need a chair lift. I have no upper body strength," Fox said, describing why the current lift does not meet her needs and asking that the city consider commercial-style pool ladders at the ends of the pool. City staff responded that the city has a handicap-accessible lift and that the city manager had spoken with the resident; the clerk indicated staff believed the manager had already discussed the request with the resident and that staff would follow up.
Fox also said she planned to file a complaint with the ODC and related authorities concerning treatment she experienced; she described actions she characterized as mistreatment and said she would provide documentation to the council. "I am filing a formal complaint with the ODC, which is the Office of Disciplinary Counsel... city prosecutor, public defender, Judge, Gary Naisel," Fox said during her remarks. The clerk and council said written documentation by email would be accepted and distributed to council members.
What the city says it will do: city staff indicated they had not seen the specific stair proposal Fox described at the prior meeting but that staff would follow up with the resident and that council members may receive the resident's emailed materials for review. The clerk said council members' email addresses are available on the city website and invited Fox to send her materials to the clerk to ensure distribution.
What remains unresolved: Fox's request for a commercial pool ladder at specific pool locations and any formal city response to her planned ODC filing. Council did not vote on any pool equipment changes at the meeting and took no formal action on the complaint request; staff said they would follow up outside the meeting with the resident.
