Residents press council on blasting, notification and insurance for Summit Landing development

Residents of the Windmere area raised detailed questions about blasting at the Summit Landing development during public comment at the Aug. 4, 2025 Tipp City Council meeting, asking for access to technical surveys, clearer notification for neighbors and clarity on insurance and long-term settlement risk.
Lehi O'Neil, a Windmere-area resident, asked whether the seismic and bat survey completed for the developer was public and whether Tipp City planned to do its own risk study. "I was wondering if that was public knowledge, that the residents could see that regarding our own safety and risks that are involved in some of the work that's being done there," O'Neil said.
City staff responded that the city did not have a copy of the full survey but had received a packet of plans and mitigation summaries from the contractor and that staff could share what the city has.
