District staff told the board that construction punch lists for the Rollins and Tuscher projects are nearly complete, but board members and a property owner urged holding final payment until a water-line alignment dispute is resolved.
Brandon (operations staff) said Rollins is finished pending administrative paperwork and a walk-through scheduled for the 28th to confirm punch-list completion. The Tuscher project is on punch-list items and the district has a substantial-completion form in place. Staff reported that Tuscher has submitted invoices and the district has processed draws.
A property owner described commissioning an independent survey and tracer-line check after he believed the water main had been installed in the wrong alignment. He said the water line currently runs closer to the edge of the road and across portions of lots where building setbacks would make future development difficult; he asked the board to hold final contract monies until the alignment is corrected. The owner said he will forward photographs, tracer results and re-staked alignment markers to district staff and to Devon/Devin (engineer/contractor contacts) for resolution.
Board members agreed to review the evidence and directed staff to coordinate with the contractor and the engineer. One board member explicitly proposed holding final retention monies pending confirmation that the line is installed along the alignment the district and engineer had specified; staff said they would follow up with Devon and Tuscher and document the issue in the contract closeout materials.
The board also discussed other project-related items — including SCADA calibration, new generator and propane installations at pump houses, and a forthcoming walk-through to close out remaining punch-list items — and asked staff to report back at the next meeting after they have met with the contractor and reviewed the survey documentation.
