Taylor (staff) presented procedure and policy updates to the Hoover Public Schools Committee of the Whole on Aug. 26, 2025. The procedure updates were linked to new OSPI discipline rules; Taylor also said WASDA has published recommended policy changes the district will review for final edits.
The committee received eight policies for first reading. Taylor described the content as largely language updates to reflect changes in state guidance and statutes and to emphasize student safety and compliance with federal and state privacy rules. Policies discussed included:
- Policy 1.111 (oath of office) — language tied to RCW references cited in the meeting. - Policy 13.10 (policy adoption) — emphasizes policies that support basic education and student safety. - Policy 24.20 (homework and grading) — updates reflecting language in the Washington parent bill of rights and parent notification when students are at risk of failing. - Policy 31.43 (notification about student offenses) — adds immediate parent notification when a student is alleged to be a victim or perpetrator of a crime on district property or during sponsored activities. - Policy 32.10 (student nondiscrimination) and Policy 42.60 (use of school facilities) — updated to incorporate an expanded list of protected classifications called out in the referenced state law, including ethnicity, homelessness, immigration and citizenship status, and neurodivergence. - Policy 54.01 (sick leave) and Policy 54.03 (emergency/discretionary leave) — updated to incorporate recent state bills referenced in the meeting (presented as "house bill 18 75" and "senate bill 5 1 0 1" in the transcript) to expand employee leave rights for immigration proceedings and victims of hate crimes and to update paid sick leave definitions.
Taylor told the committee, "I believe that our procedure should be in pretty good shape with the new, OSPI rules," and said staff will bring any additional recommended policy language forward after reviewing WASDA’s guidance.
The committee also received a brief preview of instructional materials that the instructional materials committee has already reviewed. Taylor said most recommended items appear to be intervention programs, with references to counselors and Tier 3 interventions; staff offered to confirm specifics for the next board meeting if directors wanted more detail.
No policies were adopted at this meeting; the items were presented for information and first reading. Staff indicated they will return with any revised language for board action as required.
