Hoover Public Schools recommends renewing ProCare Therapy contract to fill special-education positions

Superintendent Brett Richmond told the Committee of the Whole on Aug. 26, 2025, that Hoover Public Schools plans to renew a contract with ProCare Therapy to supply specialized staff—occupational therapists, physical therapists, nurses, speech-language pathologists and school psychologists—when the district is unable to recruit permanent employees to meet students’ Individualized Education Program (IEP) requirements.
Why it matters: federal and state special-education rules and students’ IEPs can require districts to provide specified services. When local recruitment and retention fall short, districts commonly contract with vendors to avoid service gaps and potential legal risk.
Richmond said the district has used contracted providers for therapists and related specialists and that ProCare Therapy is one of the most robust providers in the area. He added that in past years the district used contractors for some teaching and paraeducator positions as well, though he said the district hopes to reduce that need.
The recommendation was presented for committee review; no formal contract award or vote occurred at this meeting. Staff indicated they will bring the renewal for board authorization at a future board meeting.
