"The primary source of the increase was due to the discovery of railroad ties within the water main trench, and the removal and disposal along with the additional pavement restoration that was required," Jennifer said. She told the board the majority of the time extension was weather-related and recommended approval of Change Order No. 1 as the first and final change order.
