Tulsa County commissioners approve MOU with Cherokee Nation, parks branding work and other consent items; accept juvenile detention update

The Tulsa County Board of County Commissioners on Aug. 18 approved multiple routine items and agreements, authorized a public hearing for the county’s Community Development Block Grant (CDBG) annual performance report, and accepted a juvenile detention update. Approvals were unanimous unless otherwise noted.

Key approvals and decisions - MOU with the Cherokee Nation: The board approved an annual memorandum of understanding allowing the county to partner with the Cherokee Nation on road projects on the tribe’s network. County engineering staff said the MOU does not specify individual projects; locations and projects will be identified later as opportunities arise. Alex from Highway and Engineering said the agreement “allows us to partner with them on the roads on their network” and could be used to capture federal funding when available.

- Parks branding and marketing work: Commissioners approved next steps in a parks branding and marketing plan developed with a vendor (identified in materials as BARE agency). Matt Parks said the county plans a countywide parks-branding approach — not identical signs at every site but “some common themes lifting it up as a Tulsa, you know, as a Tulsa County park.” Commissioners said the contract will move the county toward a final design for park signage and a unified brand.

- CDBG public hearing authorization: The board authorized publication and set a public hearing for the Tulsa County HOME Consortium and the CDBG Urban County annual performance report for Sept. 2, 2025, at 8:30 a.m. Publication in Tulsa World was authorized per staff recommendation.

- Salary increases for BOCC employees: Kathy in HR told commissioners that salary increase letters were distributed and effective Aug. 21; the letters apply to Board of County Commissioners employees.

- Juvenile detention update: The board accepted and filed the juvenile detention director’s report for Aug. 6–13, 2025. The director reported no medical-run issues, staffing moves (two interviews, two terminations, two hires reported that week), and said the department filed notice to begin the American Corrections Association (ACA) accreditation process. The director said training with ACA begins next week and named Shalonda Powell as acting director in his absence.

Other routine consents The board approved minutes for prior meetings, a resolution on disposition of funds (cash fund estimate of needs covering July 17–Aug. 13, 2025), signed contractor bonds and inspections requests, several agreements and agreement renewals, inventory resolutions, utility permits, travel and training requests, payroll claims and blanket and emergency purchase orders, and construction program payments tied to Vision 2025 and TCI. County staff said these items are part of regular business and required no further deliberation.

What staff said Alex, the county engineer, told commissioners the Cherokee Nation MOU is an annual partnership tool and that specific projects would be identified later. On the parks branding item, county staff said the vendor’s work followed interviews with commissioners and officials and that plans include short-term and long-term sign and branding elements. The juvenile detention director emphasized the accreditation process and staffing updates and thanked the commission for support.

Next steps and timing Most approved items will move forward as part of routine administration. The CDBG public hearing is scheduled for Sept. 2, and staff will continue to work with the Cherokee Nation and parks vendor on project details and deliverables.
