Commission hears economic development update; approves grant recommendations and inland-port incentive triggers

David Johnson, Iron County economic development director, told the commission on Monday that the county is seeing “momentum” from recent industry activity including a Hy Plastics facility at Silver Hills Industrial, a forthcoming American Pacific (formerly Weco) expansion he described as a $100,000,000 capital investment, and several companies that have committed to locate in the county.

Johnson said the county will focus more on helping the companies that have committed “cross the finish line” and will share dates for groundbreakings and ribbon cuttings once confirmed. He also reported Cedar City’s Main Street ranking and local business growth examples.

The commission consented to a set of economic development actions. By motion, commissioners approved the Iron County Economic Development Advisory Board’s recommendations for use of the county’s annual $200,000 Governor’s Office of Economic Opportunity (GOEO) allocation. The board recommended funding the Small Business Center, a Small Business Grant Program ($65,000), a façade/sign/tenant program, a beautification grant pilot, Main Street program support for Cedar City and Parowan, Placer AI data subscriptions, a tourism/economic podcast, bus wrapping for Cedar City transit, Iron Leaders Academy sponsorship and other recurring small-business and tourism items.

Commissioners also approved a motion consenting to a Cedar City-led Economic Development Administration (EDA) disaster supplementation grant application, which the county will cosponsor; county staff said the project would create looping and redundancy of utilities at Port 15 and that the EDA award would be a city-led application with the county as a partner.

The body ratified a negotiated right-of-way and easement agreement with Questar/Enbridge Gas (discussion described as clarifying language protecting county ditches and emergency access). Commissioners also adopted a resolution to trigger inland-port incentives for two parcels after county staff determined the companies met their contractual requirements: Hive Plastics (Silver Hills Industrial) and Nautilus I (Lot 31, BZI Innovation Park).

All motions were approved by voice vote as recorded in the meeting (see Votes at a glance for item-level outcomes). Commissioners did not identify recorded roll-call tallies on the record for the GOEO, EDA, easement or inland-port resolution items; the minutes approval earlier in the meeting recorded one abstention (Mike) because of absence.

Why it matters: the approvals free county staff to proceed with grant applications, intergovernmental agreements and incentive processing tied to business recruitment and infrastructure projects. The votes also formalize county support for projects intended to improve utility redundancy and to put county-owned inland-port parcels into incentive status after developer performance requirements were met.

Commission discussion and clarifying notes: staff said the GOEO prize funds are typically used for small-business initiatives and explained one open $50,000 EDA-match slot previously held for SUU; Johnson described Placer AI as a data tool the county uses to show retail draw and visitation metrics when recruiting businesses. The EDA disaster supplement item was described as a city-led grant request to address post-flood utility vulnerabilities at Port 15.

Commissioners asked for confirmations about timelines (for example, the American Pacific event was said to be Sept. 9, staff caveated that date pending confirmation) and emphasized ensuring contract language in the gas easement preserved county ability to act in flooding emergencies. Staff confirmed the county would return with full application details when an intent-to-apply becomes a formal GOEO Bridal Communities Opportunity Grant application.

Ending: County staff said they will share invitations and confirmed dates for ceremonies when received and will send the finalized GOEO application materials to the commission before submission.
