County officials and the under sheriff discussed moving $318.15 from a dormant statutory account that receives proceeds from the sale of stray animals into a "Badges and Paws" donation account used by the sheriff's office to support foster care, food and veterinary expenses for dogs and other rescue animals. Mark Sechrist, the under sheriff, said the stray-animals account accumulated funds when animals (for example, stray cattle) are sold because the owner cannot be located; after reimbursing the person who impounded and cared for the animal, remaining proceeds are statutorily held and, after one year, revert to the general fund unless otherwise directed.
Sechrist told commissioners the sheriff's office uses the Badges and Paws account — a donations account the office controls — to buy food, supplies and pay limited veterinary expenses. He reported that last fiscal year the account funded care for 26 rescue dogs through Oklahoma Alliance for Animals at a cost of $500, and that so far this fiscal year the office had spent $117 on veterinary care. The sheriff's office reported the Badges and Paws account balance as $3,058 with an unexpended amount of $29.40 (as recorded in the meeting transcript) and said the $318.15 transfer would boost those resources. County staff noted statutory limits on the stray-animals account and said that after one year funds ordinarily transfer to the general fund.
Commissioners discussed whether it is appropriate to move statutory stray-animal sale proceeds into a different account and noted the account must remain open; some commissioners expressed reluctance to mix funds used under statutory rules. The board ultimately took no action at the meeting but asked staff to monitor the Badges and Paws balance and return with further information if needed.
