Frank (staff presenter) described the proposal as a gym use in an M‑1 (light industrial) district where gymnasium uses are not expressly listed but where the commission can find a use is similar to permitted uses and is compatible with adjoining uses. The facility would occupy approximately 6,000 square feet of a roughly 16,000‑square‑foot building owned by Lifeway Fellowship Church. The commerce center has about 50 parking spaces on the parcel, and staff applied the city’s consolidated parking standard (section 12‑32.22) to determine whether shared parking is sufficient.
Staff concluded consolidated parking is appropriate because peak demand for the gym and church occurs at different times; staff said the most impacted concurrent demand would be approximately 39 spaces and that the 50 on‑site spaces would accommodate that demand. The commission was told that tenants in the center already include Tri County’s regional center, Mercy Church, Lifeway Fellowship Church and other light industrial and commercial tenants.
Applicant Sean Jones, an owner of OneLife CrossFit, described the gym as both class‑based and offering private training and said current classes are capped at 16 and average about 12–13 attendees. Jones said the move to the larger space would allow expansion of class offerings and more private instruction. He said the gym’s busiest hours tend to be early morning and evening, and he introduced Daniel, the Lifeway Fellowship pastor, who spoke in support as building owner. A nearby property owner also spoke in favor, noting they had not experienced parking conflicts with existing tenants.
Commissioners asked about interior modifications and building‑ and fire‑department clearances; staff said the building and fire divisions reviewed concept plans and that remaining issues would be addressed through building permits. Commissioners discussed parking and tenant coordination and were reassured by the shared‑parking analysis and neighbor testimony. The commission approved the conditional‑use permit U2025‑004; roll call recorded Commissioner Seifert — aye; Commissioner Blanco — aye; Commissioner Rojasier — aye; Chair Dickerson — aye. The approval is specific to the applicant and site, meaning it applies to OneLife CrossFit at this location under the findings made by the commission.
