Gateway SD officials say late state budget is delaying reimbursements; district owed about $4.68 million

Gateway School District finance staff warned board members that the delayed Pennsylvania state budget is affecting state reimbursements and could require the district to draw on fund balance if the impasse persists.
"As of right now... the state owes us 4,678,000," said Mister Zarellis, the district finance presenter, describing reimbursement timing for programs that the state pays monthly or semiannually.
Board members raised concerns that the state budget, which was due June 30 and remained unresolved at the time of the meeting, could force the district to use reserve funds if reimbursements are not paid. Mister Zarellis told the board the district's tax revenue began in July, giving the district some liquidity; he said the district has invested funds in certificates of deposit and prefers not to draw fund balance unless necessary.
"So we're probably in a good financial point," he said, while noting that if the state does not pass a budget until November or December, the district would need to start drawing down reserves until the state reimburses.
Board members said they had sent letters to state leaders raising concerns and described limited responses from state offices. Members expressed frustration that legislative action had not aligned with school start dates and questioned whether state legislators were receiving paychecks while local education funding was delayed.
The discussion did not produce additional board action beyond requests for continued monitoring; the finance presenter said the district would continue tracking the situation and report back to the board as new information arrives.
