Duluth council amends zoning to expand where day-care facilities can locate

The Duluth City Council voted 8-0 on Aug. 7 to approve an ordinance amending the city code to broaden where day-care facilities can operate.
The ordinance (Ordinance 20) amends Chapter 50 of the Duluth City Code to revise definitions and rules related to child-care facilities, city staff and councilors said during the second reading. Vice President Nephew urged support at the second reading, calling the change a limited but tangible step the city can take to help childcare providers.
Councilor Swenson, who co-sponsored edits, said the measure reflected input from local childcare providers and aimed to make it easier to open neighborhood childcare services without broad changes to other code sections.
After discussion, the council took a roll-call vote; the ordinance passed 8-0. The council's recorded votes on the ordinance were all recorded as “yes” by councilors present. The council noted the measure is intended to expand zoning options so that more community child-care spaces could operate in residential areas.
The ordinance moves to the usual implementation steps after final adoption by the council. Council staff said the change is intended to support child-care providers and increase available options for families in Duluth neighborhoods.
