Neighbor supports rehab tax-credit approach, asks commission to separate residential parcels at Hargrave site

Kim Barker, a neighbor of the property proposed for rezoning at 1169 Hargrave Street, told the commission she supports elements of the applicant's proposal, particularly the pursuit of federal rehabilitation tax credits, but urged a more parcel-specific approach to rezoning.
"As a preservationist myself and as someone who previously reviewed federal tax credit projects for the state, I understand the work and commitment that takes, and I appreciate the willingness to preserve a part of East Austin's history," Barker said. She noted that parts of the property along Bedford and Sol Wilson are already zoned residential and that those pieces should be considered separately from the sections fronting Hargrave and Rosewood, which are more business- and transit-oriented.
Barker asked the applicant and the commission to consider limiting rezoning along Bedford and Sol Wilson and to examine curb cuts and other design mitigations during the two-week postponement that the neighborhood requested. The meeting record shows item C14-2025-0049 (1169 Hargrave Street) was offered for neighborhood postponement to Sept. 9.
Barker concluded by saying she would return to the commission at the Sept. 9 hearing.
