Clinton County commissioners approve election grant application, contracts, hires and payroll on Aug. 7

Clinton County Commissioners approved an application for an Act 88 election-integrity grant of $116,035.39 and a series of routine contracts, hires and payroll items during their meeting Thursday, Aug. 7, 2025, at the Clinton County Courthouse.

The approvals included a $500 HAVA-funded purchase of provisional ballot envelopes, a cooperative agreement to secure federal reimbursement under a Title IV-D child-support program, and a professional services contract for comprehensive-plan and open-space updates.

The actions are part of routine administrative business that funds election operations, county planning and personnel. The Title IV-D cooperative agreement clarifies federal reimbursement for county expenses tied to child-support services, while the grants and contracts support elections administration and planning work.

Commissioner Harding moved to apply for an Act 88 Election Integrity Grant from the Pennsylvania Department of Community and Economic Development in the amount of $116,035.39; the motion was seconded and approved. Commissioners also approved applying for $500 in Help America Vote Act (HAVA) funds to purchase provisional ballot envelopes.

The board approved a Title IV-D cooperative agreement between the Pennsylvania Department of Human Services, the Clinton County Commissioners and the Clinton County Courts to secure federal reimbursement of two thirds of county expenses related to operating the county’s child support program in the Domestic Relations Office; the motion to approve was moved, seconded and approved.

A professional services contract between the County of Clinton and Mackin Engineering for updates to the county comprehensive plan and open-space and greenways plan at a cost of $149,730 was approved pending solicitor review of the agreement. Commissioners also approved a one-year renewal with Real Vision Software for annual software and support services at a cost of $2,550.

The board approved an assessment-value change for a taxpayer property that resulted from a court-approved resolution of an assessment appeal. The board approved two hires: Quinlan McCann as Resource Care Coordinator in Children and Youth Social Services, effective Aug. 21, 2025, at an annual salary of $40,518; and Grace Lagars as Agricultural Resource Conservationist at the Conservation District, effective Aug. 18, 2025, at an annual salary of $42,247. Both starting salaries were noted as set at the county salary-board meeting on Jan. 2, 2025.

The commissioners certified county bills totaling $1,248,829.51 for the two-week period ending July 24, 2025, and net payroll of $327,084.69 for the two-week period ending Aug. 1, 2025; motions to approve were moved, seconded and carried.

In reports, a speaker identified as Anna Maria said an America250PA mobile unit will be at the courthouse parking lot during the regatta on Sunday, Aug. 31, and Monday, Sept. 1, from 12 p.m. to 5 p.m., and that volunteers are needed; she said a volunteer link is on the county Facebook page and will be posted on the county website.

Commissioners also announced local events, including a Red Barn music series with street closures for Friday and Saturday evenings. The meeting ended after a motion to adjourn was approved.
